Local Man Arrested on Sexual Battery Charges

The Bay County Sheriff’s Office announced the arrest of Joseph “Jody” Holloway today on two counts of Sexual Battery with Special Conditions. BCSO investigators believe strongly there may be additional victims in Bay County.


The BCSO was contacted about Holloway by the victim and a family member. The victim told the family member that Holloway had taken her somewhere in the woods, held her, and forced her to have sex with him. The victim, a special needs adult, also revealed that this was not the first time Holloway had driven her to this location. She implored investigators to make Holloway stop hurting her.


The victim was taken to a local hospital where she is receiving medical attention for injuries she sustained during the assault.


Investigators made contact with Holloway, age 38, of 120 N. James Avenue, Panama City. He acknowledged knowing that the victim was special needs and that they had engaged in what he claimed was a consensual sexual relationship in a porti-potty near a lake in Washington County.


The Washington County Sheriff’s Office reviewed the case and obtained two warrants for Holloway which were served today and he was arrested. 


Investigators believe there are additional victims in Bay County, and that they may be special needs individuals. Anyone with information about additional victims of Joseph “Jody” Holloway is urged to contact the Bay County Sheriff’s Office at 747-4700.
