November 16, 2006 Ruth Sasser, PAS For Immediate Release 747-4700, ext. 2117 Charles Howard Millender Arrested Bay County Sheriffs Office investigators arrested Charles Howard Millender November 15, 2006, and charged him with two counts of Lewd and Lascivious Molestation and two counts of Lewd and Lascivious Conduct. A family member of a minor came to the BCSO stating that the juvenile had come to him and told him that Millender had grabbed her breasts through her clothing and made inappropriate comments about parts of her body and what he wanted to do to them. The victim also stated Millender had pulled her spandex pants away from her body at which time she told him to stop. The victim also stated Millender expressed a desire to engage in specific sexual activity with her and she told him never. When investigators spoke with the victim she told them she also knew of two other victims that had told her Millender had molested them. The two other juveniles were contacted and one related to investigators that Millender had removed her clothing and they had engaged in oral sex and Millender had told her he would beat her if she told anyone.
